My VN coughs and splutters on take off if the fuel gauge is sitting below 1/4 of a tank. After a couple of seconds the power kicks in until I stop and try to take off again. Can anyone tell me what might cause this?

If it were happening all the time, I'd be saying coil pack/spark plug/leads. If it only happens under 1/4 of a tank then all I can think is that the fuel pump is having issues with the pickup inside the tank. Maybe there's some **** blocking the pickup in the tank.

Also, I wouldn't trust the fuel gauge too much. Mine hits empty when I've still got a quarter of a tank left, a mates one is still showing one quarter to go when his is sucking vapour.

As a quick test, fill the tank, and when your driving along, just cruising at about 60, BOOT IT! If there is a bit of a cough then it goes hard test the coil packs, if it just goes hard straight up, start thinking about how to clean out the fuel tank. Unless anyone else can suggest another option.

There might be a blockage in the fuel filter.

A blockage in the fuel filter would cause problems all the time, not just when the fuel gets low.
