The best way would be to attach the neons by either zip tying them or screwing them into place with plastic brackets, then youd want both the neons hooked up to 12v power with a button under the dash to turn them on and off
when i did it i had 4 inside the car and 4 outside the car they all ran off the cigarette lighter power cables and i just installed a switch and ran the wires around under the carpet really really good afterwards but i porbly wouldnt run more than 8 neons they took around 2 seconds(from turning on at the button) to power all of them at once and do not connect the cables in parallel if you do the voltage drop may cause them to not light up :D give them their own power supply if you wanna know more pm me im an electronics engineer :D

i used mi cigarette lighter for mi two stashed under the footwell! be weary by the air ducts aswell! i only put 2 in and they go on and off without charging up! like a light switch!
i replaced the cigarette lighter with a red button fron Dick Smiths. Make sure you get a proper button first that has earth etc. otherwise it can get tricky! if u want a pic of mi setup email me and ill reply on:

theres a few ways u can do this u can hook it up useing the wires that join to yor cigeret lighter so they turn on wen your on accesorys or if yor realy good with electrics u can join it to yor lights so wen u turn yor head lights on they come on or wat i recon is best is the good old misile switch just drill a hole under yor dash were eva u want the switch just gt a positive wire to your car batery join the erth to to screw located underneath the dash on the drivers side its pretty easy to find its on a rail of metle that gose acros the botom of the dash on the drivers side but works well nd as for the neons i gt some red l.e.d ones there realy bright nd some realy gd dobble sided tape for myn if u r realy keen u can screw them in with plastic brackets like nodq sed hope that helped
